WHAT THE INSIDER’S WANT TO KEEP SECRET

Graduation vs. Proficiency:
The current graduation rates do not reflect student proficiency
(example: 86.2% graduation rate while math proficiency is
28% and English Language Arts is 42.66%). Therefore, 58.2% (86.2%-28%)
of students are not proficient in math and 43.5% (86.2%-42.66%)
are not proficient in English Language Arts.

a. Year 1 Plan: Develop a new system for auditing
Local Control Accountability (spending) Plans to ensure that
the written goals can be achieved.

b. Develop INNOVATIVE classroom by using Artificial Intelligence,
Adaptive Learning, Immersive Learning, Augmented and Virtual Reality,
Collaborative and Productivity Apps, Gamification, and
Digital Literacy to increase proficiency rates.

Equality versus Equity:
Equity dollars are spent without financial accountability.
Contracts and funding are supposed to be tied to student
achievement and audited by the County Superintendent of Schools.

Currently, there is a $300,000,000 Equity Complaint against
County Schools. The complaint alleges $300,000,000 was either used
inappropriately and/or the equity accounting system was not properly monitored.

a. Year 1 Plan: Use an AI Accounting Technology like Edapt, Hexalytics,
Sage Intacct for Schools, MIP Clouds or Microsoft Copilot
to ensure proper auditing and tracking of the LCAP expenditures.

b. Begin work to restore equality of opportunity and merit-based advancement
to ensure students move towards standardization and direct equality.

Expansion of Vocational Education:
Vocational training is a “must” for the County. We need to truly focus on
preparing students for the workforce developing a new mindset, a work ethic,
and practical work experience as well as to continue working with unions and
business on what new technology vocations are needed:
Not every student wants to go to college.

a. Year 1 Plan: Expand Career and Technical Education programs to
include any vocational opportunity through either Industry-Validated Pathways,
Dual Enrollment and Articulation, Work-Based Learning and Industry
Recognized Certifications and Credentials.

Educator Misconduct:
Everyday, School Districts settle lawsuits for students who have been
abused and violated because of Educator Misconduct. Now, parents have
to worry about Educator Misconduct at school as well as school
shootings and bullying. Educator Misconduct must stop!

a. Year 1 Plan: While Assembly Bill 2534 requires districts to disclose any
history of egregious conduct by educators, it needs to go a little further.
Superintendents of a district must be held accountable for violations of
Educator Misconduct. I will push for legislation that requires Mandatory
Termination of Superintendents who Fail to Protect Students.

b. No Administrator who failed in their duty to protect students
can receive a PAYOUT of their contract.

The Systemic Disintegration of Education is happening right before our eyes. Public Dissatisfaction, Politics in Education, Teacher Burnout, Student Burnout, Mental Health Issues for Students and Staff, Chronic Absenteeism for Students and Staff, and confusion among competing interest groups about what should be taught.

a. Year 1 Plan: This is a highly complex problem. It requires a change in the learning environment as well as changing legal perceptions. This, coupled with using Predictive Behavior Analytics, Automated Social Scripts and Visuals, AI Powered Classroom Assistants, AI Personalized Behavior Interventions, Rapid Documentation and Parent Communication as well as Predictive Scheduling Support. We know the problem. This requires a strong Leader.

WHAT MOTIVATES ME?


I am the only CANDIDATE FOR COUNTY SUPERINTENDENT who grew up in government housing, was shuffled as a kid from family to family, watched his best friend get killed two feet away from him, was homeless, attended U.C. Berkeley, earning 2 Bachelor of Arts as well as earning a Master of Business Administration, a Master of Public Administration, and a Master of Educational Administration, went to Law School and was a Retail Clothing Buyer, a Director of a Buying Office ($165,000,000 in sales), plus opened The Ray Anthony Culberson Co., learned construction, electrical, framing, plumbing, and built a real estate business. I grew up in chaos but I never let that obstacle get in my way. And I never became a VICTIM!

In addition, I was an Adjunct Professor as well as a Basketball Coach, Teacher, Dean of Students, Vice Principal, Principal, Director, Executive Director, Superintendent, Businessman, and Entrepreneur handling thousands of educational issues.

I have worked in South Central Los Angeles, Pasadena, and San Bernardino. I worked in education while simultaneously continuing in business for 42 years.

This makes me the ideal County Superintendent of Schools: A person who cares about kids, families and the community.

Note: ENTREPRENEUR. It began with selling newspapers at 5-years old in front of K-Mart many years ago. Amazingly, the first Entrepreneur High School was established at an old K-Mart.

Duties of the
County Superintendent of Schools

Ray Anthony Culberson
is the only candidate with the background, education and
experience in all categories.

Fiscal Oversight

Mandated to monitor and audit school district budgets and expenditures to ensure financial stability.

Operational Management

Serves as Executive Officer for the County Schools. Serves as Employer of Record for staff members, managing recruitment, discipline, and collective bargaining.

Audit and Compliance and Monitoring and Accountability

Oversight of teacher credentialing, Inspections (ensuring textbooks and safe facilities), Local School Accountability Plan (LCAP)

Alternative Educational Services and Support Services

Provides programs for student in court schools, juvenile hall, specialized schools, early education, and alternative education, and assist with the oversight of the County Board-authorized Charter Schools.

Advocacy and Liaison

Connects public and private agencies at the local, state, and federal levels to coordinate educational resources for student success.

Inspire and Lead

Provide the vision and passion, motivating students, staff, and community.
